No study has tested whether drinking lemon juice, lemon water, or applying lemon to hemorrhoids actually helps.
That is different from lemon having been tried and found useless — it simply has not been studied in people with hemorrhoids. What is known to help hemorrhoid symptoms is more fibre and fluid, sitz baths, topical anaesthetic or steroid creams for short periods, and procedures like rubber band ligation for persistent cases — none of those involve lemon.
